If you read the 'Kean Commission-White House PDB Deal' Times story carefully, you'll see that Kean and Hamilton's comment that the agreement on PDB access reached today with Bush's White House attorney Gonzalez "would enable the panel to review 'all - we repeat, all - P.D.B.'s responsive to the Commission's document requests'..." is hyperbole. In fact, all the White House agreed to do -- and, worse, the Kean Commission agreed to accept it -- was to release the PDB notes ALREADY written up by Zelikow and Gorelick which Gonzales had been blocking the release of. And because other reports have stated that, prior to this, ONLY Zelikow was allowed to see ALL 260 PDBs to take notes ON, it's almost certain that Gorelick was allowed only to see those covering the Clinton Administration, and Zelikow those from BOTH the Bush Admin.
