The Congresscritters hope to pass something for Bush to sign before the election. The "Driver License Agreement" (DLA) mentioned in Sec. 3053 is a document written up by AAMVA with federal grant money. AAMVA is the American Association of Motor Vehicle Administrators, the trade organization for the state DMV bureaucracies.
The DLA spells out a program for interlinked biometric identity databases hooked into state driver's licenses.
