9/11 bill: CIA/White House takeover of military, FBI, nuke labs, everything else

Libertythink.com Capitol Hill sources report the Bush Administration really is lobbying for the 9/11 police state bill. The Senate leaders and House leaders are off together somewhere on a "retreat." Co-sponsor Sen. Susan Collins has declared further negotiations closed. The White House and Senate are seemingly plotting to roll over strong objection among House Republicans -- to total lack of border security and CIA/White House takeover of military intelligence -- and pass the bill anyway.

We have obtained a copy of the Nov 20 draft of the 9/11 police state bill ("9/11 Commission Recommendations Act"), apparently the final draft as per Sen/ Collins' announcement. Here is a

copy of Title I, and here is a quick analysis of what's in it:

Subtitle A: Creates "National Intelligence Director"
SEC 102A(b) Gives NID access to "intelligence" from every single "Federal department, agency, or other entity"
SEC 102A(c)&(d) Gives NID budgetary control of every intelligence agency, including military. Budgetary control exercised through Office of Management and Budget -- OMB is a White House agency.
SEC 102A(e) NID can move personnel
SEC 102A(j) NID in charge of compartmentalization
SEC 102A(k) NID in charges of "coordinating" (merging) his agencies with foreign intel agencies
SEC 102A(l) Gives NID special budget to pay operatives working for him personally!
SEC 1012 Gives president unilateral authority to redefine terms 'national intelligence' and 'intelligence related to national security'
SEC 1013 Gives NID explicit authority to merge operations of Defense Dept and CIA
SEC 1016 President must create an "Information Sharing Environment" to merge Federal, State, local and tribal information collection.
SEC 1043 Establishes scholarship for college students who agree to become intel agents for "24 months for each academic year for which a scholarship ... is provided" for up to eight years!
Subtitle E: NID takes over all Defense Dept. and Energy Dept. labs
SEC 1071 Lists many powers of CIA head now given to NID (NID is essentially a souped-up DCI)
SEC 1073: List of agencies controlled by new Director:
(A) The Office of the Director of National Intelligence
(B) The Central Intelligence Agency.
(C) The National Security Agency.
(D) The Defense Intelligence Agency.
(E) The National Geospatial-Intelligence Agency.
(F) The National Reconnaissance Office.
(G) Other offices within the Department of Defense for the collection of specialized national intelligence through reconnaissance programs.
(H) The intelligence elements of the Army, the Navy, the Air Force, the Marine Corps, the Federal Bureau of Investigation, and the Department of Energy.
(I) The Bureau of Intelligence and Research of the Department of State;
(J) The Office of Intelligence and Analysis of the Department of the Treasury.
(K) The elements of the Department of Homeland Security concerned with the analysis of intelligence information, including the Office of Intelligence of the Coast Guard.
(L) Such other elements of any other department or agency as may be designated by the President, or designated jointly by the Director of National Intelligence and the head of the department or agency concerned, as an element of the intelligence community.
SEC 1102: Gives President authority to micromanage requests for declassification

This list skips over a good half-dozen other miscellaneous new bureaucracies for brevity's sake.
