In the recent episode 'Aliens of London,' a spaceship crashes into Big Ben in a sequence eerily similar to the events of 9/11.

I saw the programme and the description here isn't quite accurate - though certainly it was playing on the idea that 911 was an inside job. The aliens were actually trying to destroy the planet by initiating a nuclear war, getting codes off the UN for UK nuclear missiles so as to launch a nuclear war against other countries so they could then sell off the remains of earth. The theory favoured therefore appears to be less about war for oil than about Christian conservatives trying to bring about armageddon.
The Prime Minister goes AWOL because he's been assassinated by the aliens, who disguise themselves as top politicians and military figures in order to take over Britain. This may or may not be a reference to the death of Labour leader John Smith shortly before Blair took power.
The spacecraft crashed into Big Ben, clearly parodying the 911 attacks. This led to a generalised panic in which the government - led by an alien in disguise - could stir up a sense of emergency and launch attacks. The claim was falsely made that an alien spacecraft was in orbit with "massive weapons of destruction which could be fired in 45 seconds" (obvious parody) and taken to the UN to get nuclear missile codes.
Another parody aspect was that experts on aliens brought to Downing Street (including the Doctor, and UNIT from an earlier series, and various conspiracy theorists) were given ID cards. These were used at the end of the first episode to kill everyone (except the Doctor who escaped) by means of electrocution. This was clearly a warning against ID cards as being open to abuse...
The police and army were repeatedly portrayed as stupidly obeying any order they were given from anyone who shouted loud enough....
A lot of very general points are also made about people being prone to react irrationally based on state-induced fear, and the way this gives the state dangerous amounts of power, so that statist conspirators can manufacture an emergency in order to seize power. .....---
