New Orleans City Councilman At-Large Oliver Thomas told WWL-TV (streaming @ wwltv.com) that he had wanted to stay in New Orleans to help with rescue efforts, but that he and everyone in City Hall was forcibly evacuated to the emergency management center in Baton Rouge.
