The House Democratic leadership had previously scheduled HR 811, the "Voter Confidence and Increased Accessibility Act of 2007", for consideration by the full House during the week of September 17, 2007. However, the House did not take up the bill, and it is not on the schedule for the week of September 24.

This bill would mandate an "individual, durable, voter-verified paper ballot of the voter's vote that shall be created by or made available for inspection and verification by the voter before the voter's vote is cast and counted."
