Many of the institutional safeguards which kept black operations from releasing a biowarfare plague on new Orleans and Louisiana in the wake of the Katrina operation have been stripped in the past three years, renewing fears among informed observers.

As reported on Total411.info in September 2005, an aggressive psy-op campaign led by Kenyan-born British agent Jeff Koinange, operating under the auspices of CNN, hoped to lay the groundwork making an outbreak of disease a plausible random event in the aftermath of Hurricane Katrina. Fortunately, counter-psychological operations by New Orleans officials and the lack of consolidated federal control over state institutions thwarted the plot. Now, however, the picture seems bleaker.

The former governor of Louisiana, French-Cajun Kathleen Blanco declined to run for reelection after FEMA officials kidnapped hundreds of thousands of her voters after Hurricane Katrina and refused to tell the state of Louisiana where they were placed. The new governor is Republican Piyush "Bobby" Jindal. Jindal was born of Indian (British Commonwealth) parents and was a Rhodes Scholar, a known breeding ground for British intelligence agents. He went on to major positions in the La. health department and George W. Bush's Health & Human Services, perfect grooming for presiding over a totalitarian biological security event. (His most sickening public moment was when he organized the "inked finger" salute to Fuhrer Bush at the State of Union Address wherein Bush attempted to justify the UK-US' dishonest and illegal war on Iraq.)

Whereas Blanco refused to turn control of the National Guard to the Department of Defense, known quisling and kiss-ass Jindal is expected to turn over the reins to the feds with nary a peep of opposition. That chain of command could be key. Louisiana may have averted a planned post-Katrina bio-attack in September 2005. After it had been announced that the US Air Force would begin spraying New Orleans for mosquitos, word came that the spraying would instead be led by the Air National Guard -- which is controlled by Baton Rouge rather than Washington.

While it is probably important to spray for mosquitos given the likelihood swarms seeded with lab-created diseases may be released, it is also important the state of Louisiana have control and check everything cannister that is sprayed to make sure they do not contain exotic military bioweapons. If Jindal, as expected, gives all control to the U.S. Department of Defense, this important check will not be in place. Forces on the ground loyal to the state and the elite of New Orleans (National Guard, Blackwater mercenaries, state police) must also be on alert for bioterrorists.

Control of the Defense Department and its impressive array of weather weapons passed in June from the Cheney-linked neocon network to the Brzezinski-backed Trilateral network, close to both Defense Secretary Robert Gates and Presumptive President Barack Obama. Hurricane Gustav serves Brzezinski's purposes in running McCain's convention. But Brzezinski's style is more of a soft-kill grinding down of the American people rather than the shock-and-awe of Dick Cheney. Given that difference and style, a rerun of the bombed levees of Katrina is less likely than a Jindal-coordinated biological event and totalitarian crackdown. The Agenda 21 land grab stalled in the wake of Katrina is certain to get a statewide boost in the coming months as well.
